10月15日，深圳市控煙辦獲悉開啓《深圳經濟特區控制吸菸條例》修訂後的首次控煙執法，監督對象是首次納入禁菸範圍的公交站臺，共有6名菸民被罰，罰款50元。其中包括1名電子煙菸民——這也是中國內地開出的首例電子煙罰單。

據《新京報》報道，週一，一名男子因在南山科技園附近的公交站臺內吸電子煙而被罰款50元（合7美元），這是深圳開出的內地首張電子煙罰單。

【講解】

electronic cigarette是電子煙。
該男子因違反（violate）深圳自去年10月1日起實施的新版《控煙條例》（new regulation on smoking control）而被罰款。
深圳市控煙辦方面介紹，新版《控煙條件》將深圳禁菸場所（nonsmoking places）從七類增加至九類。其中，公共交通運輸站站樓行人出入口（the entrance and exit of public transportation terminals）外側五米範圍內、公共交通工具室外站臺（outdoor platforms）和等候隊伍所在區域（waiting areas）列入“禁菸區”（nonsmoking areas）。
深圳市控煙辦方面稱，新版《控煙條例》中，對於吸菸（smoking）和菸草製品（tobacco products）的定義明確（clarifies the definition），並強調吸電子煙也被納入吸菸的範疇（within the scope of tobacco products）。
被罰款（fine）的男子表示，自己一個多月前開始吸電子煙（smoke e-cigarettes），剛從廣州來深圳，不知道電子煙也在深圳控煙的範圍內。
