大富豪嚴介和計劃抄底希臘

Yan Jiehe, the Chinese construction magnate chasing indebted local authorities for Rmb50bn ($8bn) in unpaid infrastructure bills, is turning his gaze to another risky market, saying that he is on the hunt for investment deals in Greece.

正在起訴多個地方政府、討要500億元人民幣（合80億美元）拖欠工程款的中國建築大亨嚴介和，正將目光投向另一個充滿風險的市場。他說，自己正在尋找希臘的可投資項目。

Last week Mr Yan, founder of China’s largest private sector company by revenues, launched the first ever lawsuits against six municipal and county governments for unpaid bills.

上月，這位中國最大私營建築企業（以營收計）的創始人因爲政府拖欠款項，首次將6個市（縣）政府告上了法庭。

In an interview with the Financial Times, he said he was “testing the waters” with the lawsuits, which are also intended as a warning to other debtors of his China Pacific Construction Group.

在接受英國《金融時報》採訪時，他表示，打這些官司是在“試水”，同時也意在警告太平洋建設(CPCG)的其他債務人。

But Mr Yan suggested CPCG’s appetite for risk remained undiminished by the difficulties it had encountered in its home market, as it looked for expansion opportunities overseas. “I will soon go to eastern Europe — Macedonia, Albania and Greece,” he said. “I want to invest in infrastructure there.”

但嚴介和表示，太平洋建設對風險的胃口並未因爲在國內市場遇到的困難而縮小，它正在尋找海外擴張機會。“我很快就要去東歐——馬其頓、阿爾巴尼亞和希臘。”他說，“我想去那裏投資基建。”

Mr Yan added he was unfazed by the latest iteration of Greece’s debt crisis. Greek voters elected an anti-austerity government that has promised to take a hard line with EU creditors that funded its bailout, raising questions about whether Athens might leave the EU.

Last week the new far-left government suspended a privatisation programme, including a port project for which Cosco, China’s largest shipping group, had been shortlisted.

“Greece’s economy is nearing the bottom,” Mr Yan said. “That’s the best time to enter. Whether Greece stays in the eurozone or leaves won’t bother me.”

Last year CPCG, which builds bridges, expressways as well as other infrastructure projects, was ranked 166 on Fortune’s list of the world’s 500 biggest companies, with revenues of about Rmb375bn.
