Alexis Tsipras will accept all the bailout creditors’ conditions that were on the table last weekend with only a handful of minor changes, according to a letter the Greek prime minister sent late on Tuesday night.

根據希臘總理亞歷克西斯•齊普拉斯(Alexis Tsipras)週二晚上發出的一封信，齊普拉斯將接受紓困債權人提出的所有條件，只有少數地方要做少許改動。

The two-page letter, sent to the heads of the European Commission, International Monetary Fund and European Central Bank and obtained by the Financial Times, elaborates on Tuesday’s surprise request for an extension of Greece’s now-expired bailout and for a new, third 29.1bn rescue.

英國《金融時報》拿到了這封寫給歐盟委員會(European Commission)、國際貨幣基金組織(IMF)及歐洲央行(ECB)負責人的信。這封信對週二希臘突然提出的延長紓困計劃（該計劃目前已經到期）的要求、以及申請新一輪291億歐元援助計劃的要求做了詳細闡述。

It was sent as eurozone central bankers were preparing on Wednesday to raise the heat on Greece and its banks by restricting their access to emergency loans, a decision that could topple at least one Greek bank.

這封信發出之際，歐元區各國央行正準備在週三通過限制對希臘及其銀行的緊急貸款，向希臘及其銀行施壓，該決定可能會導致至少一家希臘銀行破產。

Although the bailout’s expiry at midnight Tuesday night means the extension is no longer on the table, Mr Tsipras’ new letter, which marks a significant climbdown from his previous position, could serve as the basis of a new bailout in the coming days.

Eurozone finance ministers are due to discuss Mr Tsipras’ new proposal in a conference call at 5:30pm, Brussels time (4.30pm BST).

Mr Tsipras’ letter says Athens will accept all the reforms of his country’s value added tax system with one change: a special 30 per cent discount for Greek islands, many of which are in remote and difficult-to-supply regions, be maintained.

在信中，齊普拉斯表示，希臘政府將接受有關希臘增值稅體系的所有改革方案，只有一處改動：對希臘羣島30%的特別折扣依然保留，因爲這些島嶼中的許多都位於偏遠而難以供應物資的地區。

On the contentious issue of pension reform, Mr Tsipras requests that changes to move the retirement age to 67 by 2022 begin in October, rather than immediately. He also requests that a special “solidarity grant” awarded to poorer pensioners, which he agrees to phase out by December 2019, be phased out more slowly than creditors request.

至於極具爭議的養老金改革問題，齊普拉斯要求從10月份纔開始推出在2022年以前將退休年齡改爲67歲的改革舉措——而不是馬上推出。此外，他還要求向較貧窮的養老金領取人員發放專門的“團結補助(solidarity grant)”，並同意將在2019年12月份以前逐步停止發放這一補助，這一速度比債權人要求得慢。

“The Hellenic Republic is prepared to accept this staff-level agreement subject to the following amendments, additions or clarifications, as part of an extension of the expiring [bailout] program and the new [third] loan agreement for which a request was submitted today, Tuesday June 30th 2015,” Mr Tsipras wrote. “As you will note, our amendments are concrete and they fully respect the robustness and credibility of the design of the overall program.”
